Facebook blocks a link when its systems have marked the domain as spam or abusive. That judgment is made at the domain level. If your link-in-bio page lives on a domain shared with millions of other users, one wave of spam reports against other pages can get the whole domain blocked, and your link goes with it. You will see "this content isn't available" or a warning that the link goes against community standards, even though your page is clean.
